In the second half of the 19th century the construction of new buildings and landscaping around Kuressaare Castle began. All this started when the town of Kuressaare acquired the status of a holiday resort. Kuressaare became a spa town due to the discovery and active use of therapeutic clay. In those years a large number of people came here for treatment and recreation. That's why it was necessary to bring the area around the castle in order.

In 1861, a park committee was set up, whose job it was to create and manage the park. This year is considered to be the year of the foundation of Kuressaare City Park.

Since its foundation, the townspeople have helped a lot by providing money, saplings, and for the construction of the park, they also offered horses and horses for the construction work.

The park was established on the site of the old church and the wasteland around the fortress. In order to honour the memory of those who were buried in this church and at its walls, a monument was erected.
